Political battles around the Kyrgyz Parliament Speaker completed

Bishkek, December 13 / Mirlan Alymbekov -  Kabar /. Political developments around the Speaker of the Jogorku Kenesh have been completed with formulation on A. Keldibekov’s voluntary resignation, approved by the Parliament. Despite the protracted discussion of conclusion of specially formed parliamentary commission on studying relation of certain charges to the Speaker, the final decision has been formulated much softer than expected due to the efforts of Ata-Jurt faction leaders. You've got to hand it to Ata-Meken faction, which expressed vote of no confidence to the Speaker of the Parliament, but have not gone to a sharp confrontation, as repeatedly stated by faction leader O. Tekebaev before the recent showdown.
Plenary session of the Parliament on December 12, 2011 was held on the script of the initiator of the campaign - Ata-Meken faction, with adjustment of SDPK, Ar-Namys, Respublika and Ata-Jurt’s amendments. The latter, after repeated talks and compromise proposals, achieved removal of all charges to the Speaker, as irrelevant facts, by saving face and reputation of its protégé and of the whole faction, but was unable to retain the post of Speaker. A. Keldibekov declared about his voluntary resignation from the post of Parliament Speaker.
From the beginning up to the end the plenary session has been interrupted several times, sometimes at the request of one faction, apparently, to ascertain their positions. One break was announced for the meeting of leaders of all five factions, after which it was already clear that the parties came to a definite agreement, which suited all the participants.
By the evening the tension was reduced, even SDPK leader Chynybay Tursunbekov, keeping respect to the Speaker, was very delicate and polite in his questions. After speeches of deputies and regular talks of A. Keldibekov and Galina Skripkina, who come up to Keldibekov several times with pen and paper in her hands, it was clear for attentive observer - everything is settled, they are ascertaining formulation of compromise decision.
The main intrigue was hidden from the eyes of journalists participating in the session, the whole battle was behind the scene, with the final performance of the main participants on the "scene" by late evening - after 9:00 pm. Ahmatbek Keldibekov’s speech, where he explained his decision on his voluntarily resignation to maintain stability in the republic, was the finale of the protracted plenary session.
The ensuing lull is a comprehension by factions the battle and its results, clarifying their positions, definition of a plan of further actions and their mutual agreement.
The main goal for the next few days is to form majority coalition. The configuration of three factions has been looming, it's the Social Democratic Party, Respublika and Ar-Namys, but negotiations continue. There is no doubt that posts of prime minister and speaker of Jogrku Kenesh are key on these negotiations. It is still unclear who may remain in opposition. There is an opinion of expert community that after losing the post of Speaker of the Parliament Ata-Jurt faction has more chances for that.
But everything can be changed in the course of negotiations.
