USAID supports parent and community participation in Issyk-Kul oblast school budget hearings

Bishkek, April 17 /Kabar/. On April 17-20, 2012, a series of public school budget hearings will be held in Issyk-Kul Oblast at the initiative of the schools’ Advisory Committees. The committees have received training support from the Ministry of Education and Science of the Kyrgyz Republic and the U.S. Government, through the United States Agency for International Development (USAID) Quality Learning Project Sapattuu Bilim. The schools include Altymyshbaeva School in Tong district, Kaikina School in Tyup district, Abdrakmanova School in Jeti-Oguz district, and School # 5 in Karakol city. These school budget hearings support the 2012-2020 Kyrgyz Republic Education Strategy on school financing reform.

The schools have invited parents and other community stakeholders to participate in the decision-making process regarding their schools’ budgets through participation in the Advisory Committees. The budget hearings will include an analysis of school budget allocation in 2011 and 2012, and discussions on the 2013 draft budget. Core elements of these financing and management reforms include improving budget performance, better budget transparency and accountability, and the involvement of local communities in school management and decision-making.
